The relevant highway authorities (Kent County Council, Medway Council, National Highways) to ascertain the number of crashes and casualties at the proposed location. This is done using a crash and casualty database that is maintained using police records.
Unless the site is for a proposed red light camera, the highway authority will conduct a speed survey in order to determine if there is an actual speeding problem.
The site is surveyed by a qualified road safety engineer to ensure it is suitable for safety camera enforcement and there are no other viable engineering/road safety measures to rectify the problem.
Once all this information has been collected and analysed, the type of safety camera enforcement, if any, can then be decided upon.
